Yeah, it was part of this larger performance piece actually.

A group of men dressed like construction workers and pretended to work on these extremely long underground pipes at an almost glacial pace.

I think it had something to do with the modern condition or the death of community. Though I'm not 100% on that.

Who says American governments don't fund art!

It's so very hard to be sure of the artist's true intentions with these avante garde pieces, but I suppose that's part of the challenging nature of the medium.
